District News

Updated Fri, Apr 8th

The anticipation has been building as our elementary and middle school students and staff look forward to the tradition of coming on to a school campus for the first day of the school year. Though hidden by masks and face coverings, we know there will be plenty of happy smiles as we greet each other in person.

“It has already been a joy to visit some of the orientations that our schools have offered to welcome students back and for some to welcome them to campus for the first time,” said Superintendent Shelly Viramontez.

“We know the work we are trained to do is to educate students to their highest potential, and we also continue in our commitment to keep our students safe.  We will be observing the K-12 Guidance from the California Department of Public Health (CDPH)."

For those who just want the highlights:

  1. Face Coverings: Everyone on campus must wear a mask or face covering (unless exempted) while indoors. They are encouraged, but optional outdoors for students and staff. Parents who are walking their student to class must wear a mask at all times while on campus.
Parents who want their students to wear the masks at all times, even outside, can instruct their students to do so.
The CDPH Guidance also requires that masks be worn during indoor sports and physical education classes, and encourages those who are unvaccinated to wear face coverings when they are in large crowded groups outside.
  2. Physical Distance: There is currently no applicable minimum physical distancing requirement.
  3. Vaccinations: All district employees are vaccinated against COVID-19 or will provide a weekly negative test.  We are fortunate that Santa Clara County has among the highest vaccination rates in the nation, providing better protection to our students and community than in most of the U.S.
It remains critical that more individuals get vaccinated to further protect the community, particularly children, the elderly, and people who are immunocompromised. Vaccination sites throughout the county continue to accept drop-ins for COVID-19 vaccines and same-day appointments are also available.
Visit sccfreevax.org for the latest information and updates.
  4. Testing and Quarantining: The guidance allows for modified quarantining so that classes may continue in-person instruction—with specific COVID testing requirements—if a positive case is discovered in that class. Testing students will require parent permission, and there will be no out-of-pocket cost to the family. There is an online meeting scheduled for 5:30 p.m., Thursday, August 19th.  (See the related story here.)
  5. Exposure Notifications: Suspected COVID cases are investigated thoroughly in partnership with the County Public Health Department. Those identified as Close Contacts will receive an official notice with instructions as to what actions to take. Our district also publishes a COVID-19 dashboard that shows positive cases among students and staff by school. We continue to balance our desire to be transparent with our community while protecting the privacy rights of individuals.

Updated Fri, Apr 8th

On August 19th, Campbell Union School District schools will welcome nearly all of its students back to campus—wearing their masks—for full-day, in-person learning.*

“We know now that masking has been—and continues to be—a powerful tool in reducing the spread of COVID-19,” said Dr. Shelly Viramontez, superintendent of the district. “Now, for nearly all of our students, the benefits of in-person learning clearly outweigh the risks at this point in the pandemic.”

The California Department of Public Health (CDPH) guidance states that “in-person instruction can occur safely without minimum physical distancing requirements when other mitigation strategies (e.g., masking) are fully implemented.” Under the new CDC guidance, universal masking also permits modified quarantine practices under certain conditions in K-12 settings, which allows for more instructional time for students.

The CDPH guidance emphasizes: vaccination for all eligible individuals to get COVID-19 rates down throughout the community; universal masking in schools, which enables no minimum physical distancing, allowing all students access to full in-person learning, and more targeted quarantine practices, keeping students in school; Access to a COVID-19 testing program as an additional safety layer as needed.

“We will continue to follow the guidance and adapt as conditions and direction from CDPH evolve,” Viramontez said. In addition to updating school and district safe opening plans with the new guidance, Campbell Union School District also:

  • Has a 98.7% vaccination rate among CUSD teachers, speech therapists, psychologists, nurses—those who have direct interaction with students. Any employees who are not vaccinated are required to provide a negative COVID-19 test each week.
  • Partners with local agencies to make vaccination and testing stations available for our community at our schools.
  • Enacted procedures that have thus far proven successful at preventing outbreaks in CUSD schools and offices.
  • Requires all unvaccinated employees to provide a negative COVID-19 test every week.
  • Will provide antigen testing to support modified quarantine, and other appropriate uses as directed by CDPH. Please note that parents/guardians must approve antigen testing for students under 13 years old.

Even with concerns around increased COVID-19 cases due to the Delta variant, numerous scientific studies have clearly shown that we have multiple tools in our toolbox to help keep children and educators safe. Health officials throughout California agree that it’s time to return to full in-person instruction for the benefit of students, teachers, parents, the school community and the community at large.

“We’re excited about being able to start the year with full day  in-person learning for our students,” Viramontez said. “These are important developmental years for them and schools provide not only academic learning but also critical interpersonal interactions that influence their future.”

* There is an Independent Study option for the students who need it for health reasons. Participation in that option will require the parent/guardian to sign a Written Independent Study Agreement. Otherwise, the student will be assigned to in-person learning. Click for more information or contact Dr. Pamela Cheng, CUSD’s Director of Teaching and Learning at pcheng [at] campbellusd.org.

Updated Fri, Apr 8th

Parents and guardians who determine that their student's health would be at risk with in-person learning have the option to enroll their student in independent study for the 2021-22 school year.

Campbell Union School District held a virtual informational meeting on Tuesday, August 3rd, to offer more details. The meeting was video recorded for those unable to attend. The link to the video and more information is available on our Independent Study web page.

July 23, 2021

** Please note that this notice applies to student enrolled in our non-charter school, Rosemary Elementary. (Updated August 2, 2021) **

Dear Parent(s)/Guardian(s):

We are excited that Campbell Union School District schools will open with full-day, in-person learning for all grades on August 19th. We follow all required public health protocols in order to maintain safe learning environments for students and staff and are committed to educating students to their highest potential.

Under late-arriving legislation—AB130—we are required to also offer an independent study option for the 2021-2022 school year to students whose health would be put at risk by in-person instruction, as determined by the parent or guardian.

This letter is your official notice of the option to enroll your student in an independent study (I.S.) program if in-person instruction presents a health risk to your child.

The law allows the district to provide Independent Study in any of three ways: by contracting with another school district, the County Office of Education, or by the district itself. The I.S. program will meet all of the legal requirements for educational progress, grade-level standards, synchronous instruction, student engagement, and transitioning back to in-person instruction within 5 days if the parent/guardian determines that the health risk is no longer an issue.

Published on July 12th for school districts to process, this new law has created a very tight timeline for planning. However, we are able to share the following information with you.

ENROLLING, DISENROLLING & RE-ENROLLING

Your student will have rights regarding procedures for enrolling, disenrolling, and re-enrolling in independent study. The independent study option will include:

  • An agreement between the district and the student’s parent/guardian which must be signed no later than September 17, 2021.*
  • Students with an Individual Education Plan (IEP) shall not participate in independent study unless the student's IEP specifically provides for such participation (Education Code 51745). **
  • When it is determined that a student is no longer at health risk for in-person instruction, the parent must notify the teacher and the enrollment department. The student will be assigned to in-person instruction within 5 school days of the notification, and school placement will be subject to space availability at the time of the transition. We cannot guarantee the student will be placed at the school they were  assigned to prior to I.S.

Moving from in-person instruction to independent study

For students assigned to in-person instruction whose parent/guardian later determines that their student needs independent study due to the child's health risk, the parent/guardian must inform the child’s current teacher, school principal and enrollment department. Enrollment department staff will contact the parent/guardian with information about next steps for the Independent Study placement and agreement.

REQUESTING A PARENT-EDUCATOR CONFERENCE

It is your right to request a parent-educator conference prior to enrolling your student in Independent Study in order to inform your decision and ensure that it is appropriate for your student. To request a parent/educator conference please contact Dr. Pamela Cheng, Director of Teaching and Learning, at pcheng [at] campebllusd.org ().

INSTRUCTIONAL TIME

The goal of our independent study program is to provide an alternative to in-person instruction to students whose health is at risk by attending class face-to-face.  As such, independent study is an educational program that provides instruction based on the state-adopted content standards by certificated teachers. There are specific requirements for instructional time that may include both synchronous and asynchronous work. These expectations will be outlined in the students’ written Learning Agreement, which should be signed prior to enrollment and no later than September 17, 2021.

Your student will have asynchronous and synchronous instructional time as follows.

  • Grades TK-3: Daily synchronous for all students
  • Grades 4-8: Both daily live & weekly synchronous
Instructional Time Description
Synchronous Instructional Time Classroom-style instruction or designated small group or one-on-one instruction delivered in person, or in the form of internet or telephonic communications and involving live, two-way communication between the teacher and student.  Synchronous instruction shall be provided by the teacher(s) of record for that student.
Live Interaction Interaction between the student and school classified or certificated staff, and may include peers, provided for the purpose of maintaining school connectedness including but not limited to: wellness checks, progress monitoring, provision of services and instruction.  This interaction may take place in person or in the form of internet or telephonic communication.
Asynchronous Instructional Time  Forms of instruction that do not occur in the same place or at the same time. The term is most commonly applied to various forms of digital and online learning in which students learn from instruction—such as prerecorded video lessons or game-based learning tasks that students complete on their own—that are not being delivered in person or in real time. Yet asynchronous learning may also encompass a wide variety of instructional interactions, including email exchanges between teachers, online discussion boards, and course-management systems that organize instructional materials and correspondence, among many other possible variations.

I hope the information provided here will help families as they weigh their child’s health risk against the benefits of in-person instruction. I understand that there is a short timeline for making this determination. Unfortunately, this law was just recently adopted, and we are adapting as quickly as possible..

Sincerely,

Dr. Shelly Viramontez, Superintendent
Campbell Union School District

* For those parents/guardians who determine in-person instruction would be a health risk for their student, a Written Agreement must be signed no later than September 17, 2021. This agreement will outline the student’s general information, the frequency, time, place and manner for submitting the student's assignments, reporting the student’s academic progress, and communicating with the parent/guardian the academic progress. The specific resources that will be made available to the student and determination of access to internet connectivity and devices to participate in and complete assignments that best suit their child’s needs.

** Students with an IEP cannot be placed in I.S. unless/until the IEP indicates this placement is appropriate for the student’s individual needs.

P.S.

If you have not already done so, please respond to our survey about the independent study option as soon as possible.

Updated Fri, Apr 8th

Thank you to all of the families who completed our planning survey. The preliminary data shows that most of our students are planning to return for in-person instruction on August 19. The survey for families to inform us that they are considering Independent Study (I.S.) closes on Thur., July 29, at 7p.m.

Responding to the survey that you are considering I.S. does not bind you to that option; it just provides us with the numbers needed for planning.*

As we shared before, the district has three ways in which we are able to provide I.S. and meet the requirements of a new law, AB 130. To provide the Independent Study program, we intend to have a Memorandum of Understanding (MOU) with another Local Education Agency (LEA). We are still finalizing this agreement. Once the MOU is final, we will send families who indicated a need for I.S. a notice of a virtual meeting where we will share the specifics of the plan.

The LEA will provide parents/guardians with a Written Independent Study Agreement that outlines the I.S. program and must be signed in order for the student to participate. Under this written agreement, the student will be enrolled with the LEA for Independent Study. If it is later determined that the student is no longer at a health risk with in-person instruction, the student will be re-enrolled in Campbell Union School District. We will attempt to place the student in the school assigned before choosing I.S., but we cannot guarantee it due to space availability.

Still need to take the survey?  Take the Survey in English.   Toma la encuesta en español.

* Please note that students with an IEP cannot be placed in I.S. unless/until the IEP team decides it is required for the child to receive Free and Appropriate Public Education (FAPE) and determines this placement is appropriate for the student’s individual needs. For information, please contact Annette Blanco in the Special Education Dept., ablanco [at] campbellusd.org or 408-341-7219.

Updated Fri, Apr 8th

This week, the District sent all families a survey related to planning for the beginning of the school year and asked that parents/guardians respond as soon as possible.

Under a new law—AB 130, the TK-Grade 12 Education Budget Trailer Bill—schools are expected to fully reopen for in-person instruction while also offering an independent study option for students whose health would be put at risk by in-person instruction, as determined by the parent or guardian.

Published on July 12th for school districts to process, this late-arriving legislation has created a very tight timeline for us to plan for and communicate options to parents and guardians. An official notice describing parent/guardian rights pertaining to the independent study option will be sent to families on July 23rd.

Take the Survey in English.

Toma la encuesta en español.

With a July 29 deadline to respond, the survey will help determine how many students may require independent study due to personal health risks.

The survey, which is in English and Spanish, is available online, and printed versions are available from the Campbell Union School District administration office at 1545 N 3rd Street, near downtown Campbell.
