Board Sets 5 New Trustee Areas for School District

Change to by-trustee area elections goes forward

On Thursday, November 21, 2019, the Campbell Union School District (CUSD) Governing Board held a 5th public hearing and adopted a resolution approving the proposed sequence of elections, the transition to trustee areas, and the preferred Trustee Area map labeled “purple” in Exhibit D of the resolution.

The proposed trustee area maps have been posted on the Campbell Union School District’s CVRA website and made available to view at the District Office since October 17, 2019. This election process DOES NOT impact school attendance boundaries.

Historically, the CUSD’s five Governing Board members have been elected under an at-large election system, where all trustees are elected by voters within the entire District. Under the California Voting Rights Act (CVRA), at-large elections are impermissible if they result in racially polarized voting.

“We don’t believe our current form of elections violates the CVRA,” said Superintendent Shelly Viramontez. “However, we do believe that it is in the public interest to transition to trustee-area elections to protect the district from a CVRA claim—valid or not.”

The District Superintendent is authorized and directed to send a copy of the Resolution to the County Committee on School District Organization, and to work with the County Committee and the County Elections Office to conduct all legally required hearings and other acts necessary so that trustee-area elections can be implemented in the election cycles scheduled in 2020 and 2022.
